changed ipfattach() to ipf_enable()
changed ipfdetach() to ipf_disable()
added stub ipfattach() which is called from main()
commented out activation of ipf from iplinit()
must explicitly enable with ipf -E
removed bogus deactivation of ipf from iplinit()
