Didn't realize there was a sysdep_cleartext() for setting the BYPASS
flags for socket security levels. Remove reduntant setsockopt() code.

Set IPSEC_LEVEL_BYPASS on all our sockets, so IKE packets don't
accidentally get encrypted.
