Distinguish some User settings variables.
Document and cross-reference more thoroughly:
FETCH_CMD, NO_CHECKSUM, BATCH, IGNORE, BROKEN, MASTER_SITES,
NO_IGNORE, PACKAGING, PKG_DBDIR, VARNAME, PERMIT_*.
Be more forceful in explaining the risks of NO_CHECKSUM and PERMIT_*.
Explain the role of FETCH_CMD better.
