add support for the acenic copper and netgear ga620t (untested).
This also updates the firmware to 12.4.13 for tigon 1, and
12.4.11+wpaul hacks for tigon 2

Update the Tigon firmware to 12.3.21. This fixes a few bugs and adds support
for cards with 2MB of on-board SRAM.
