Add support for PPR negotiations and DT transfers,

SCNTL4 register which controls Ultra3 transfers.
Redo sync lookup, since the same period factor

each adapter.

stuff sane, but this area needs some more cleanup. It'd probably be best
to fork the OpenBSD code away from NetBSD.
