configure: drop some more cruft
DEBUGFLAGS wasn't used anywhere and the configure switch is useless.
"CFLAGS=-g ./configure" does the same thing and actually works.
PKG_CHECK_MODULES already calls AC_SUBST, no need to do it twice.
