o Mention /etc/wsconsctl.conf in wsconsctl(8)

o Sync pckbd(4) with wsconsctl(8); you need
  wsconsctl -w keyboard.encoding= instead of wsconsctl -w encoding=
pckbd(4) error noticed by Philipp Buehler.
