ICC_DIR, used to deactive interrupts, is only needed when running in
EOImode == 1, which we don't do. Hence there's no need to touch the
register at all. This allows OpenBSD to progress on ESXi-Arm. This
bug in ESXi-Arm will be fixed there as well.
