Update to 2022bgtz from https://github.com/JodaOrg/global-tz

Major changes:
 o Chile's DST is delayed by a week in September 2022.
 o Iran no longer observes DST after 2022.
 o Rename Europe/Kiev to Europe/Kyiv.
